The Position: We’re looking for a Payroll Specialist & Benefits Administrator. Reporting directly to the Financial Controller, the Payroll Specialist and Benefits Administrator is responsible for full cycle payroll processing for hourly and salaried employees in compliance with federal and provincial legislation, employment standards, and union contracts. The ideal candidate will be responsible for maintaining high degree of confidentiality relative to personal data, compensation data, and benefits information

Requirements:
 Certified Payroll Compliance Practitioner (CPC)
 Minimum of 3-5 years of related payroll experience and HR support
 Knowledgeable in government regulations and benefits administration; experience working with union agreements desired
 Practical experience working with timecard and payroll systems; experience with HRIS system desired

Responsibilities (including, but not limited to):
 Manage payroll transaction processing of weekly hourly-paid and bi-weekly salaried payrolls in accordance with union contracts and employment standards
o Manage B2W Track and Viewpoint workflows
o Verify payroll data for accuracy and compliance
o Manage ACH file upload to HSBC
o Track and report vacation use and entitlements (all employees)
o Process Equipment usage postings
o Handle all payroll related questions and inquiries

 Responsible for filing remittances and returns
o CRA – weekly remittances
o Unions – monthly pension and benefit payments
o RRSP and Pension – monthly advice of employer/employee contributions
o Work Safe B.C. – quarterly and annual returns
o Garnishments
o Union Dues for Equipment Operators and Truckers

 Responsible for balancing payroll reports
o Reconcile PR Accumulations report at least monthly (to ensure accurate reporting of taxable benefits, PIER, vacation balances, liabilities and expenses, etc.)
o Reconcile group benefits billings (Equitable Life, MSP)
o Balance PD7A
o Year-end balancing including the filing of T4’s and T2200’s

 Responsible for reconciling payroll and benefits related general ledger accounts
o Reconcile payroll related balance sheet accounts monthly
o Complete appropriate SOX controls monthly

 Manage employer paid benefits
o Maintain records regarding the calculation of taxable benefits (i.e. extended health, fuel spend, mileage logs, social events, etc.)
o Ensure proper taxation of employer paid benefits

 Benefits Administration
o Manage benefits administration of new hires, change requests, and terminations
o Manage approved annual earnings updates

 Complete ROE for terminations and interruptions in earnings

 Payroll Master Data and Employee Files
o Manage file storage and secure retention of all payroll records and employee files
o Responsible for the control and maintenance of master data entered into BW2 Track, Viewpoint, and Summit Employee Navigator (HRIS system)

 Reporting
o Prepare mandatory survey responses as requested by Statistics Canada and Service Canada
o Prepare payroll analysis, labor cost, and headcount reports as required by management from time to time
o Maintain records regarding the approved pay-outs under employee incentive/bonus plans

 Process Documentation and Continuous Improvement
o Assist with the documentation of payroll processes and continuous improvement initiatives
